US carrier leads Typhoon relief effort


A US aircraft carrier has sent mercy flights into the typhoon-smashed Philippines, transporting urgently needed aid for survivors still begging for help in wreckage strewn with bodies a week after the disaster.

The USS George Washington is flying missions to towns worst-hit by Super Typhoon Haiyan as well as 'remote areas that we could not access earlier', Philippine Air Force spokesman Lieutenant Colonel Miguel Okol said on Friday.

Thousands are feared to have died in the storm, and the lives of many others were hanging by the thinnest of threads, even as the relief operations moved up a gear.

In Tacloban city's only functioning hospital - without a roof, power or water - a woman frantically pumped air into the lungs of her husband, lying critically ill a day after his leg was amputated.

Valentina Gamba, the head of nursing at the hospital, said they had tried to discharge patients they could not feed.

'But they still stayed for shelter ... because they cannot go home,' Gamba said.

Several kilometres away at the city's airport, hundreds of famished and homeless survivors hoping to escape devastated Leyte island looked on as American soldiers unloaded aid from aircraft on to trucks.

Emergency supplies have been excruciatingly slow to get through to increasingly desperate survivors, with United Nations humanitarian chief Valerie Amos admitting that the delivery of relief goods had not been quick enough.

On Friday, the Philippines government disputed the UN's take on the extent of the death toll. The world body says 4460 have been confirmed dead, but the Philippines' National Disaster Risk Reduction and Management Council insisted the number remained at 2360.

The USS George Washington Strike Group - with 5000 sailors on the huge carrier alone, and seven other ships - arrived on Thursday with badly needed equipment, manpower and expertise, giving some hope that the delivery of aid would speed up.

'I heard there are now American planes,' 28-year-old Merly Araneta said.

'I will try to make it to the airport. But I have only eaten twice in five days and drank rainwater collected in a plastic cup. I am so tired.'

Tacloban mayor Alfred Romualdez said helicopters were 'delivering support and relief goods to different communities'.

Ships and planes from Asia-Pacific nations and Europe are converging on the Philippines, bearing food, water, medical supplies, tents and other essentials.

British Prime Minister David Cameron dispatched the biggest vessel in Britain's fleet, a helicopter carrier, while heavy transport planes carrying equipment such as forklift trucks have already arrived.

China has upped its aid contribution after its initial offer $US100,000 ($A107,532) was widely criticised, and its state media increased the pressure on Beijing on Friday, urging it to join other countries in deploying warships.

At Tacloban airport, US aircraft were coming in two at a time. American servicemen were driving trucks loaded with aid and appeared to be acting quasi-independently, with a large part of the airfield to themselves.

Romualdez said he was 'very grateful' for all the help. But on the city's streets, the sense of want is gnawing for a population in dire need of the basics of life.

In a heavily damaged school that had been turned into a makeshift shelter for around 1000 people, Alita Nabelga, 81, said water was starting to get through, but that there was no food or medicine.

'It is so hard for us here. There is nothing to eat. There is water that is rationed. But it would be better if there was food,' she said.

'Where are the Americans? Are they bringing us rice?' she added.

A US embassy official told AFP the carrier's strike group was getting supplies on to the ground.

'We're setting up a significant presence, but it is still under the direction of the Philippines,' he said.

Aid agencies welcomed the USS George Washington's arrival.

'It will probably stabilise the situation for people in remote communities who remain isolated,' Red Cross spokesman Patrick Fuller said.

'What is critical is that we humanitarian organisations have good co-operation with the military. It's crucial that good civil-military operations work effectively. We have experience in places like Haiti where there was some communication gap.'

AFP journalists saw dead bodies still lying by the side of the road on Friday, and the smell of rotten flesh still hung in the air, despite many corpses being put in bags ready for mass burial.

While the retrieval of the dead continues, there are growing fears for the health of those who survived.

The World Health Organisation says there are significant injuries that need to be dealt with - open wounds that can easily become infected in the sweltering tropical heat.

Experts warn that a reliable supply of clean drinking water is vital if survivors are to avoid diarrhoea, which can lead to dehydration and death, especially in small children.

Steven Tyler, Aerosmith leave Manila after sellout show


American rock band Aerosmith led by singer Steven Tyler left Manila on Thursday afternoon, flying to the US via Bangkok on board Thai Airways flight TG 621 at 1:05PM at the NAIA terminal 1.

Accompanied by their retinue of security personnel, Tyler and his bandmates checked in at the Customs and Immigration lane in less than 10 minutes, surprising passengers and airport employees.

No one was able to ask for a photo ops with the former “American Idol” judge as he was whisked away to the airport’s VIP room, where he waited before boarding his flight.

Aerosmith arrived in Manila on Sunday and performed in a sellout concert at the Mall of Asia Arena on Wednesday night. Tickets to the show — the only Asian stop so far in their ongoing world tour — cost as high P20,000 ($480).

The band behind such rock anthems as “I Don’t Wanna Miss a Thing” and “Walk This Way” will return to Asia in August to do several shows in Japan.

Pinays Rank 3rd In Achieving Economic Parity With Men – Mastercard

Women in the Philippines ranked third in achieving economic parity with men in the Asia-Pacific region, with New Zealand ranked first followed by Australia.

The MasterCard’s latest index of women’s advancement survey showed that much more can be done to achieve gender parity.

MasterCard’s research also revealed that while more women have access to job opportunities and tertiary education in Asia-Pacific, there are still barriers preventing them from taking top positions in the government or private sector.

At 91.2, New Zealand tops the region for workforce participation and regular employment with over 90 women for every 100 men in the regular workforce.

New Zealand women also lead the region for top jobs in the private sector and government withan overall leadership score of 51.6.

In seven Asia/Pacific markets – China, Hong Kong, Malaysia, New Zealand, Philippines, Thailand and Vietnam – women are on par or better represented in secondary and tertiary institutions than their male counterparts.

However, their representation in leadership roles in business and government are still low across the region.

All but one market – New Zealand – had fewer than 50 women business-government leaders for every 100 male business/government leaders, according to the scores of the latest index.

Across the 14 Asia-Pacific markets, only Australia (49.7) and the Philippines (45.6) came close to gender parit.

Markets that scored especially low in this category include India (15.9) Japan (14.8), Korea (17.5) and Thailand (18.6).

Georgette Tan, group head of communications for Asia-Pacific, Middle East & Africa, said: “There is still a lot to be done in our region to enhance the role of women across all aspects of society; there are still too few women leaders in government and business, and not enough women-owned and run businesses.”

“There are standout markets which have repeatedly improved in terms of advancing opportunities and access for women, but more needs to be done,” she added.

When asked what would help improve women’s societal standing, MasterCard’s latest survey on Consumer Purchasing Priorities – Education found that women in Asia-Pacific view affirmative action (17.1%) and more seats in parliament (13.7%) as policies that would advance women’s role in society.

Parental childcare entitlement tops the list of key policy areas Australian, Japanese and South Korean women see as crucial for advancing women’s role in society.
In China, Malaysia and Taiwan, however, women see SME opportunities as the most pressing need to achieve gender parity in their societies.

BPO sector identifies 40 more potential host-locations to sustain growth

MANILA - The Philippines has identified another 40 locations that can support the growth momentum of the business process outsourcing (BPO) industry.

This is on top of the 10 so-called "next-wave cities" (NWC) that the Business Processing Association of the Philippines (BPAP) identified earlier.

Gillian Virata, BPAP senior executive director, said IT-BPO companies can also explore other potential locations such as Iligan, Zamboanga, General Santos, Leyte, Laoag, Bohol, Legazpi City, and other provinces in Central and Southern Luzon.

“There is so much more untapped potential in areas outside Metro Manila. The Next Wave Cities are part of the solution in terms of providing talent. They are central to expanding economic growth beyond Metro Manila, Metro Cebu and Metro Clark. IT-BPO can make a difference in the lives of the people and these opportunities just need to be made known and available to them,” Virata said.

The 10 next-wave cities are Davao, Sta. Rosa in Laguna, Bacolod, Iloilo, Metro Cavite (Bacoor, Imus, and Dasmariñas), Lipa in Batangas, Cagayan de Oro, Malolos in Bulacan, Baguio, and Dumaguete.

The BPAP and Department of Science and Technology-Information and Communications Technology Office (DOST-ICTO) identified the next wave cities using a scorecard, the data of which is updated every year.

The NWC Scorecard is a tool to measure the suitability of a location to host IT-BPO operations. Locations are assessed on the basis of availability of talent and relevant infrastructure, connectivity through fiber-optic or other telecommunications networks, accessibility, cost of related factor inputs, and the business environment, including vulnerability to natural disturbances and issues related to security and safety.

Included in the NWC Scorecard are 34 cities and municipalities assessed to be collective “metro” areas.

“The aim of the NWC program is to help ease the inflationary pressures brought about by concentration of recruitment and office space for IT-BPOs within Metro Manila,” Virata said.

He said talent is a key indicator for a location’s potential to become a credible IT-BPO hub. While Metro Manila produces the greatest number of university graduates, 75 percent or over 350,000 annual graduates come from schools outside Metro Manila. These numbers prompted industry stakeholders to take a second look at potential locations outside of Metro Manila and enhance their potential in attracting global clients and foreign investment.

 “The IT-BPO industry is aware that the next wave of growth must involve alternative locations,” Virata said.

In 2011, the Philippines’ IT-BPO industry generated more than $11 billion in revenue and employed almost 640,000. Under its roadmap, BPAP projects the industry to grow to $25 billion and employ 1.3 million by 2016.

Wally Gonzalez on Juan de la Cruz Band’s musical legacy, Martial Law heyday


As the most influential exponents of the Pinoy Rock genre, the Juan Dela Cruz Band lives on as many of today’s rock artists continue to include their songs on their live playlist.

Razorback — a hard rock outfit featuring Tirso Ripoll, Louie Talan and frontman Kevin Roy, brother of the late Karl Roy — has time and again cited the seminal group as a major influence and recently performed their classic anthem “Beep Beep” during the launch of TV5’s new online lifestyle hub, Kristn.com at the NBC Tent on Wednesday.

And this Friday night, a group of musicians who call themselves the Renegades of Rock will pay homage to the band with the concert “Up In Arms!: The Official Juan Dela Cruz Tribute” at the 19 East Bar in Sucat, Parañaque.

The performers scheduled to perform are Charlie Ysmael of The Breed, Benedict Verzosa of Backdraft, Mutiny, Dahong Palay, Death By Stereo, Piranha, Anibughaw, Revelation Blue Jean Junkies, Lougee and The Cherry Bums, Kastigo, Times Two and Thy Holy Water vs JunoRedFeather.

“This is our own small way of paying homage to the original and greatest Pinoy Rock renegade,” declared host Ramon Zialcita, also known as The Doctor to rock radio fans.

“We have planned this for months and we hope that that the members could join us for this special event. But in my talk with their manager Bryan Garcia, he said only Pepe Smith could make it since, Wally Gonzalez has a gig on that day and Mike Hanopol has a church affair.”

Regardless of which JDLC band member could grace the tribute and even jam with the performers, the event is clearly an indication that the band’s influence remain stronger than ever more than 40 years after they played their very first gig.

The band was founded in 1968 by Alex Cruz, Sandy Tagarro, Bing Labrador, the late Edmond Fortuno and Wally Gonzales (now spelled as Gonzalez). It had a revolving door of personnel, which also included Clifford Ho, Rene Sogueco, Romy Santos and Bobot Guerrero, before achieving their greatest success in the mid-70s with the classic line-up of Gonzalez, Mike Hanopol and Joey “Pepe” Smith.

Between 1971 and 1981, JDLC recorded five classic albums of mostly original material (“Up In Arms,” “Himig Natin”, “Maskara”, “Super Session” and “Kahit Anong Mangyari”) after which they broke up and pursued solo careers.

Aside from “Beep Beep” their other classic songs include “Balong Malalim”, “Rak En Rol Sa Ulan”, “Himig Natin”, “Kagatan”, “No Touch” and “Titsers Enemi No. 1”.



Ironically, despite the generally rebellious and anti-establishment image of rock music as defined by long hair, hippie outfits and, yes, mind-altering substances, the Juan Dela Cruz band found success during a most unusual era: Ferdinand Marcos’ Martial Law.



Radio stardom




Founding member Wally Gonzalez, now also regarded as one of the country’s greatest rock guitarists, remember that it was DZRJ-AM, a radio station taken over and operated by the military during that turbulent period, that first gave them radio airplay.

“Actually, kaya kami nakapasok sa DZRJ, bumili kami ng one-hour special program para lang for JDLC every Wednesday para ma-promote yung album naming ‘Himig Natin’. Yun ang pinaka unang Pinoy Rock. After nagustuhan ng tao yung special program na ‘yun, sinimulan naman ng RJ yung show nilang ‘Pinoy Rock N’ Rhythm’ na sumuporta sa iba pang mga Pinoy Rock na banda,” Wally recalled to InterAksyon in an exclusive interview.

Wally is proud of the fact that the airplay enjoyed by JDLC and the favorable public response to it also altered the landscape of music radio programming at the time.

“Dati puro English ang maririnig mo eh kwela yung ‘Himig Natin’. Mabuti naman at maraming nagsunuran na gumawa ng Tagalog na musika,” he observed.

For a band that was supposed to maintain a low profile after the declaration, Wally said JDLC, like the Hotdog after them, also had a relatively easier time flourishing during that supposed dark era. He even vividly remembered where the band was on that fateful day of September 21, 1972.

“We were having a gig at Dewey (now Roxas) Boulevard. On our way home, may mga checkpoint na naka-set up na so nagtataka kami kung bakit, yun pala na-declare na ang Martial Law,” he recalled.

“Awa ng Diyos, wala namang naaresto sa min for drugs or having long hair, ang buhok ko pa naman nun, hanggang baywang. Siguro dahil madalas akala nila babae ako.”

Although he admitted that the live circuit took a hit during the early years of what Marcos also dubbed as the New Society, Wally was surprised that the Marcos children took a liking to the band and invited them regularly to play at parties in Malacañang.

“Among the venues that we played for the Marcoses during those days were the Maharlika Hall, Jade House, Ang Pangulo yacht and the house of the Romualdezes in Olot, Leyte. We were treated as guests, with the same food and drinks and we could freely mingle with the crowds. Nakikipagkwentuhan sa amin sina President and Mrs. Marcos and also their kids, maski na long hair kami at hippie attire,” he further recalled.

Wally said they were all even issued a curfew pass, which they often used to poke fun at those manning the checkpoints.

“Pagkatapos ng mga gigs naming after 2AM, ipapasyal pa namin yung mga curfew pass namin sa checkpoints. Cheap thrills ba, hehe! Sasabihin sa amin nung mga military sa checkpoints, ‘Hirap naman sa inyo, inaabuso nyo ang curfew pass nyo eh’.”

Not that they also weren’t scared of the military back then. Wally said that although they did not feel that the government was clamping down on everyone, they were still scared of what they read about the dreaded Metrocom. “Nakakatakot talaga sila nung mga panahong yun. Pag naaresto daw yung iba, nawawala na lang, ganun ang mga balita nun,” he exclaimed.

 Unhindered creativity.

Fortunately, the Martial Law crackdowns did not extend to their songs and hardly hindered their creativity. Some songs of JDLC such as “Rak En Rol Sa Ulan”, “Nadapa Sa Arina” and “Kagatan” are believed to have subtle drug references but to Wally’s recollection, none of their songs was ever censored.

“Parang double meaning ang ibang kanta ng JDLC, nasa sa iyo na lang ang interpretation. Naturally, yung mga tumititra ng drugs o humihitit ng marijuana, i-a-associate agad sa drugs yung narinig nila sa kanta. Parang wala naming paki ang gobyerno sa amin noon. Wala naman kaming kanta na-ban during Martial Law. Madalas pa ngang patugtugin sa radio eh”, he pointed out.

As for the most important legacy of the band that continues to play reunion gigs from time to time — the most recent of which was last October 20 at the Hard Rock Café in a gig called “Super Session Live!” — Wally said their biggest contribution was composing and recording songs in our very own language.

“Mabuti naman at maraming nagsunuran na gumawa ng kantang Tagalog after us. Hanggang ngayon, marami pa ring gumagawa ng Original Pilipino Music so para sa akin, okay yun.”

Wakeboard Steps Up Olympics Bid


With the International Olympic Committee currently reviewing all eight new sports for a place in the 2020 Olympic Games, organizers of the 2012 World Cable Wakeboard Championships guarantee no less than a successful staging of the event when it is held Nov. 10-11 at the Deca Wakeboard Park in Clark in Angeles, Pampanga.

In fact, wakeboard fans around the world will get the rare chance to watch the live webcast of the event on YouTube Sports Hub link for the first time in full HD. The free live webcast is scheduled to cover both the Junior and Open men’s and women’s finals.

The conduct of the upcoming event will have great significance for the International Waterski and Wakeboard Federation as it bids to put the event for inclusion in the 2020 quadrennial games.

California Pizza Kitchen opens in Binondo


MANILA, Philippines - For California Pizza Kitchen, nothing is off limits. This is precisely why California Pizza Kitchen (CPK), without fear, opened its eighth location where dimsums reign – Binondo.

During the launch of its newest branch at the third floor of the barely three months old Lucky Chinatown Mall in Binondo, CPK vice president of international franchise Gabriel Sinohuiz said Binondo, despite its old China atmosphere, is in tune with the east-meets-west concept of CPK.

He said the Beverly Hills-based pizza parlor is very much into experimentation, resulting in “unexpected” flavors rolled into one pizza.

“When we first rolled out, we were the pizza authority…in innovative gourmet. It’s our niche,” he said.

Binondo, which is a melting pot of cultures, is likewise prepared for gourmet pizza, he said.

“We’re providing Chinatown residents and visitors something that is expected of such a historic location: the best-choices in California-inspired cuisine, exciting and flavorful pizzas and American quality service,” added Archie Rodriguez, chief executive of Global Restaurant Concepts, Inc., the franchisee of CPK in the Philippines.

And in a few months’ time, the unique palate of Binondo residents and hobnobbing clients from faraway north will get to add to the increasing list of inspired pizzas in CPK’s menu. Just a few years back, CPK rolled out its adobo pizza, which even surpassed the classic barbecue chicken pizza in terms of popularity, Sinohuiz added.

“Being Californian is just a mindset,” he said. In fact, even Asian-inspired CPK menus even make its way to other branches across the world.

One of the interesting options offered to guests last Wednesday was the Asian Specialty Wrap: prime steak ribs sautéed with yellow onions, red and green bell peppers, bean sprouts, quesadilla cheese wrapped in oven-hot tortilla and nori.








An ordinary pizza parlor would go the route of calzone in view of the Italian craze, but CPK is doing the wraps this time. It’s not just the steak that makes this wrap the star of the launch, but the delicate and slightly fruity taste of the enoki mushroom and then dunked in wasabi sauce or teriyaki glaze.

Sinohuiz expects that the Asian wraps (another option is chicken strips) will find its way into the international market.

He said he will not be surprised if wanton wraps or squid-ink pizzas will each get a spot soon on the menu list.

Cuisine comes to Chinatown

Besides the heavily favored Asian Steak Wrap, guests were also treated to the innovative use of different herbs from the soup to the pasta.

Reading “mushroom cappuccino soup” in the menu already ups the ante, but having it served in shot glasses makes one think: “Am I cosmopolitan, or what?” More mushrooms here (fresh button mushrooms and abalone), but this time crushed and mixed in shiitake cream.

The cappuccino surprise is more of the milk froth and nutmeg topping the soup. Maybe the last two ingredients blended into oblivion into the richness of the mushrooms, but sweets should be served via dessert.

Of course, the shot glass was only for proportion purposes, in order that guests will still have room in their stomachs for the main menu.

The Chinese Chicken Salad, which has long been in the core menu of CPK, was as refreshing as usual.

A taste of the Chicken Piccata pasta would bring back memories of college days. Owners would probably cringe at this pasta being compared to a famous instant pancit canton noodles that benefited well the hungry college kid.

This should be taken as a compliment, however. Instead of the sometimes soggy two minutes-overcooked instant noodles, Chicken Piccata uses the firmer spaghettini with lots of lemon caper sauce and chicken strips.




What is CPK without the pizza? Guests were served with the Farmers Market pizza that should attract vegetarians and almost gorged patrons. It has grilled zucchini, tomatoes, goat cheese and other kinds of cheeses. Somewhere in between bites, an overbearing Pinoy will have to sink his teeth into the roasted squash and think of camote or sweet potato.






Sangria
CPK also serves a fruit sangria, which some guests adventurously chose to wash down their food. Instead of the Spanish red sangria, CPK uses the blush wine (from same red grapes but skins are removed after fermentation, thus the lighter color) with a dash of soda and apple chops.

The desserts were not Asian-ish, however, with the usual ref cakes and chocolate cakes.

CPK senior operations director Luisa del Rosario Lomotan said at least three more will open this year, including one at Harbor Point in Subic on November 6 and another at the Bonifacio Global City on November 15).

Sinohuiz said branches in Boracay, Cebu and Davao are also in the pipeline.

“CPK is a very flexible and adaptable brand,” he said, adding the Philippines is a very good opportunity while its market in the US is undergoing rebranding to make CPK a pizza authority once more.

Man beats up cashier in Manila, faces raps


MANILA, Philippines – The Manila Police District on Friday said it will file charges against a man who was seen attacking a restaurant cashier in Manila last Monday.

A closed-circuit television (CCTV) footage, aired by GMA news program "24 Oras", showed suspect John Paul Encinas dousing cashier Marjorie Reynaldo with water, throwing a bottle at her, pulling her by the collar and shoving money in her face.

The altercation reportedly began when Encinas asked Reynaldo if he could go to his car first to get the money for his P85 bill.

However, Encinas claimed Reynaldo rudely responded to his request by saying: "Ay hindi, kailangan magbayad ka na. Kailan ka magbabayad, ngayon? Bukas? Sa isang taon?"

An infuriated Encinas left the restaurant but later came back and then attacked Reynaldo.

Encinas admitted his mistake and said sorry on national television. However, he said he hopes Reynaldo also learned her lesson.

"Siguro tao lang po kaya nagagawa po iyun… nagsisisi ako sa action pero sana nabigyan ko din siya ng konting lesson," Encinas told GMA News.

Sting Moves Philippines Concert After Environmentalists' Petition


Sting has agreed to move the location of his upcoming concert in the Philippines after a petition by environmentalists called attention to some potentially destructive development plans by the original venue's owners, the Associated Press reports.

The "Back to Bass" concert was originally set to take place on December 9th at the SM Mall of Asia Arena on Manila Bay, a venue operated by the conglomerate SM Prime Holdings. The conglomerate has plans in place to uproot 182 trees in a mountain city in the northern Philippines in order to build a parking lot and mall expansion.  A local environmentalist named Karlo Marko Altomonte wrote of SM's plans to the Rainforest Foundation, the environmental protection group that Sting and his wife, Trudie Styler, established in 1989. Altomonte told the Rainforest Foundation that removing the trees would increase air pollution and the risk of landslides and flooding in Baguio City, and started the petition, which declared that "Sting can't be saving rainforests and enabling SM to rape the environment at the same time!"

"Understandably, the known environment advocate artist was left with no choice in spite of the SM representatives' appeal," a spokesman for the arena said in a statement.

Georgina Wilson says sorry to Nora Aunor


MANILA, Philippines - Celebrity Georgina Wilson on Friday finally spoke on the controversial
mock-up image of superstar Nora Aunor that she uploaded on Twitter last month.

The mock-up image, which showed Aunor wearing a two-piece swimsuit, made fans of the veteran actress angry.


Wilson made it clear, however, that she was not the one who created the photo, adding that she has great respect for Aunor.

"I respect Ms. Nora Aunor. A fan sent me that photo. Hindi ako ang gumawa and I posted it kasi parang I thought it was funny. Some people were offended so I took it down. I didn't say anything," she said as she was launched as the newest calendar girl of Ginebra San Miguel on Friday.

"Of course my intention is not to offend her," she added. She's our superstar and I was talking to Tita Gloria (Diaz) about it and she said that people just took it the wrong way."

Wilson also apologized to Aunor and her fans.

"I apologized and I also feel that I really didn't mean anything wrong. And if I offended her fans and her, I'm really sorry about that. But I really would never offend someone who's already an institution in our showbiz world," she said.

While a number of people found the mock-up image of Aunor "disrespectful," Wilson initially thought of it as a tribute of sorts to the country's "Superstar."

"Akala ko mga fans niya ang gumawa noon so I thought, 'how cute naman of them to think of me and put her picture. Big fan naman ako ni Ate Guy. So na-confuse talaga ako when it became a big issue. But I'm sure it's not an issue for her, she's a superstar," she said.

Last month after the photo was uploaded, Aunor gave Wilson some words of advice.

"Ituloy lang niya kung ano 'yung mga pintas na gusto niyang iparating sa akin, at tatanggapin ko nang buong puso," Aunor said when asked for her message to the Filipina-British model.

Health Accord

PALO, Leyte – The first in the country memorandum of agreement (MOA) on private-public partnership (PPP) on health for pharmacy  was signed between the drug company and the local government unit, during the governors’ forum sponsored by Philhealth, conducted at the Oriental Hotel, here, yesterday.

The memorandum of agreement was signed between the province of Northern Samar represented by Governor Paul Daza and Planet Drugstore, Incorporated, based in Metro Manila, represented by its president Erwin Zshornack.

In an interview with reporters, Governor Daza, said that the MOA was based on the PPP code which was adopted and passed by his province.

Governor Daza cited several advantages saying that the partnership between the drug company and his LGU will solve the shortage of medicines in the hospitals of his province with prices according to the prevailing market prices or even lower.  He added that it will also solve the problem of his province on medicine procurement and wastage due to expiry and pilferage.

Daza said that the pharmacy which will start its operations on November 18, 2012, will also be opened to the public.  The pharmacy will just pay the rentals for occupied space in the hospital owned and operated by the province and at the same time his LGU is entitled to 5.5 percent of the gross sales of the medicines.

The governor disclosed that the pharmacy will hire its own employees, operate and manage the pharmacy and will be opened 24 hours a day seven days a week. (Restituto A. Cayubit)

Archers, Blue Eagles take on Tigers in 'Varsi' row


MANILA, Philippines – The Archers won’t let arrows fly into the Tigers’ camp on this one, but the Blue Eagles are raring to show their talons. The official student organ of De La Salle University has responded to the scathing attack of the University of Santo Tomas’s Varsitarian against pro-RH bill professors of Ateneo and DLSU with one word: respect.

The Ateneo’s official student organ Guidon used a more castigating tone, however, on its counterpart, calling “unacceptable” the use of “offensive” and “dismissive” language by the Varsitarian in attacking DLSU and Ateneo for not taking a unified, hardline stance against the RH bill despite being Catholic schools

 While commending the Varsitarian for taking a courageous stand against RH bill, The LaSallian said the editorial in the Catholic university’s student organ did the cause of encouraging enlightened debate a big disservice by resorting to ad hominems and name calling.

A similar theme was echoed in another DLSU student publication, Ang Pahayagang Plaridel of its Dasmarinas, Cavite campus.

The LaSallian’s response online came as the UST management issued a statement on its official FB page, distancing itself from the name-calling that had marred the editorial, and drew flak from social media. The Varsitarian editorial castigated Ateneo and DLSU for not sanctioning professors who endorsed the RH bill, saying that Catholic universities must weigh in on the side of the church hierarchy on the debate.

But in its response, The LaSallian reminded the UST writers of the papal encyclical that encourages all Catholics to rigorously study and ponder issues of the day, in order to arrive at a reasoned stand.

“Precisely because we are members of a Catholic University, following Pope John Paul II’s encyclical letter Ex Corde Ecclesiae and its challenge to university students, we encourage our individual staff to make personal judgments that may guide them to truth. Perhaps we may make recommendations, but we would never impose on the freedom of conscience (ECE II, Art. 2, sec. 4).”

The LaSallian did not release an official stand on House Bill no. 4244, or the now re-named Responsible Parenthood Bill, “despite numerous requests and pressure from a majority of our own members, as well as various University stakeholders. .. because we respected, and we continue to respect, every person’s right to have his or her own informed opinion, including our individual editors and staffers.”

The LaSallian added: “What we stand for in many issues is the process of discernment, and for one’s personal stand and conviction to surface from rigorous research, contemplation, and discourse, before pursuing determined action.

"In this publication, we believe in independent thought, and we encourage our staffers to go against any norms in public opinion and rightfully deconstruct, and discern their own beliefs through issue-oriented critical thinking, if and only if it is what they believe in, and for as long as they too would respect the rights of others to voice an opinion contrary to their own."

While saying they “applaud UST’s official student publication for declaring their stance with such great conviction,” the LaSallian lamented that “the method of expression used to express the matter veered away from the real issue, while creating new and unnecessary ones.”

The RH Bill is an “important issue that deserves constructive discourse,” said the DLSU student writers, adding “none of this constructive discourse, however, can come from ad hominem lambasting from any of the parties involved, whether Pro-RH or Anti-RH. We believe in sticking to the issues, and backing conclusions with substantial, objective arguments.”

Ateneo’s Guidon responds

The Guidon released its own statement Tuesday titled, "Our duties as student journalists" and called The Varsitarian's use of offensive and dismissive language "unacceptable."

It said that a student publication should promote "rational dialogue and fruitful exchange of ideas" within the student community and that what The Varsitarian wrote in its editorial was a "disservice" to its readers.

"The Varsitarian may be the official student newspaper of a pontifical university, but it is still a student newspaper. The stands that it must make are not exempt from the basic expectations of respect, decency and logical sense—valid demands on any credible publication," The Guidon said.

The Guidon, however, steered clear of tackling the Reproductive Health bill itself, which over 140 Ateneo professors have rallied behind despite the Jesuit university's official stand against it.

PH ranks No. 32 in global index on impact of the Web


SWEDEN is best in the world at putting the Web to work, ahead of the United States and the United Kingdom, according to a new global study launched by Tim Berners-Lee on behalf of the Web Foundation.

Out of the 61 developed and developing countries surveyed in The Web Index, the Philippines placed No. 32, with an overall score of 46.8, or barely half the perfect score of 100.

The Philippines scored 48.4 for “web impact,” 48.3 for “web readiness,” and 39.4 for web content, connectivity infrastructure, and web use.

Of the member-states of the Association of Southeast Asian Nations (ASEAN), only Singapore (No.11) bested the Philippines.

However, Manila outranked Indonesia (No.34), Thailand (No.37), and Vietnam (No.47). Five other ASEAN members, namely Malaysia, Cambodia, Myanmar, Laos, and Brunei were not included in the Index’s first-year run.

Designed and produced by the World Wide Web Foundation, the Web Index is “the world’s first multidimensional measure of the Web’s growth, utility, and impact on people and nations.”

The 61 countries surveyed were assessed using primary and secondary data sources on the political, economic, and social impact of the Web, as well as for indicators of Web connectivity, infrastructure, web content, and web use. The study focused on available data as of 2011.

The Index measured and ranked the countries according to:

-Web Readiness or “the quality and extent of Communications Infrastructure (facilitating connectivity to the Web) and Institutional Infrastructure (policies regulating Web access and skill and educational levels enabling the full benefit of the Web).”

- Web Useor Web usage within countries (such as the percentage of individuals who use the Internet) and the content available to these Web users.”

- Web Impact assessed through social, economic and political indicators, including measures of social networks, business Internet use, and e-participation.

The Web Foundation said it will now start publishing Index every year to allow for “comparisons of trends over time and the benchmarking of performance across countries, continuously improving our understanding of the Web’s value for humanity.”

A press dispatch on the study said “the Web remains a largely untapped resource in much of the world, with only 1 in 3 people using it globally and fewer than 1 in 6 in Africa.”

The Index reveals that high broadband prices and trends toward censorship are major barriers to making the Web useful to all, the statement added.

The study showed that “almost 30 per cent of countries covered by the Index face moderate to severe government restrictions on access to websites, while about half of them show increasing threats to press freedom.”

“The Web is a global conversation. Growing suppression of free speech, both online and offline, is possibly the single biggest challenge to the future of the Web,” warned Berners-Lee.

The study noted that in most countries surveyed, “broadband connections still cost almost half of monthly income per capita.”

Berners-Lee was quoted in the statement as saying that “the high price of connectivity is stopping billions of people from achieving their rights to knowledge and participation. Costs have got to come down dramatically.”

Outside the member-states of the Organization for Economic Cooperation and Development or OECD, “the growth of successful Web-based businesses remains surprisingly poor… showing that the Web’s economic potential is also going untapped in many countries.”

Nonetheless, the positive findings from the Index include the spread of e-governance or “government data and services being made available to citizens online, as well as initiatives to encourage online participation in decision-making.”

The study showed that middle-income countries “are improving their e-governance capacities faster than the West, with Korea, Singapore and Colombia among the world’s top innovators in this sphere.”

After Sweden, the US, and the UK, the other countries on the Top 10 list of The Web Index are, in order of ranking: Canada, Finland, Switzerland, New Zealand, Australia, Norway, and Ireland.

Yemen landed last on the list (No.61) with a score of zero, after Zimbabwe’s 1.9 (No.60).

The other countries on the Bottom 10 list of the Web Index, by ascending order of rank, are Burkina Faso, Benin, Ethiopia, Namibia, Bangladesh, Mali, Cameroon, and Nepal.

“Since its invention by Sir Tim Berners-Lee in 1989, and its subsequent explosive growth,” the study noted that “the World Wide Web has had a profound impact on humanity. This impact is evolving continuously with the creation of new content, connectivity software and infrastructure.”

“Although the Web has been an important catalyst of social, political and economic change over the past two decades, its impact — both negative and positive—has been unevenly felt both within and across countries,” it added.

The Web Index report was written by Hania Farhan of the Web Foundation, and Debra D’Agostino and Henry Worthington of Oxford Economics.

Oxford Economics assisted in the production of the Index, and played a central role in econometrics work. Global Integrity set up and implemented the Expert Assessment survey via their Indaba platform.

Two consultative bodies provided valuable advice: The Web Index Steering Group and the Web Index Science Council.

TV5 ready to lend MMDA uncut video showing assault on traffic enforcer


MANILA, Philippiens - The TV5 management will help Metro Manila Development Authority (MMDA) traffic enforcer Saturnino Fabros by providing him a copy of the uncut video showing how he was assaulted by a Philip Morris International (PMI) executive in Capitol Hills, Quezon City last Saturday.

TV5 said the uncut video, shown on its public service program T3 would help the MMDA bolster its case against PMI's Robert Blair Carabuena. Earlier in the day, MMDA said it would file direct assault charges against Carabuena.

"Kahapon nga po nasabi namin at maging po ang TV5 management (that) we’re willing to help out po. We’re willing to lend our video, 'yong uncut po sa korte," T3's host Erwin Tulfo said on his radio show, Punto Asintado on Wednesday.

[Yesterday, we said as well as the management of TV5 that we're willing to help out. We're willing to lend our uncut video to be used at the court.]

Public apology sought from motorist who assaulted MMDA traffic enforcer


The head of an agency that looks after Metro Manila traffic demanded a public apology from Robert Blair Carabuena, the motorist who assaulted an officer after he was stopped from going through a congested intersection.

Metropolitan Manila Development Authority (MMDA) Chair Francis Tolentino made this announcement on Wednesday, a day after Carabuena assaulted traffic enforcer Saturnino Fabros.

"Gusto ko rin makaharap kung sino man itong executive na ito at 'di lang ipaghingi ng paumanhin doon kay Saturnino kundi sa general public. Hindi maganda lalo na ngayon na kumakalat daw sa social network yung video, eh nakikita na rin po sa ibang bansa at parang 'di magandang imahe natin bilang mga driver," Tolentino said in an interview over Radyo Singko's Punto Asintado.

[I want to confront this executive and ask him to apologize not only to Saturnino but to the general public as well. Since the video is already circulating in social networks, other countries might have a wrong impression of our drivers.]

Tolentino also seeks to revoke Carabuena's driving license.

Carabuena, an executive human resources officer for Philip Morris Philippines, was driving through a congested intersection at Capitol Hills Drive corner Tandang Sora in Quezon City on Saturday when MMDA officer Fabros tried to stop him.

Agitated, Carabuena assaulted the traffic officer which was caught on video by TV5 producers.
Meanwhile, Fabros told Radyo Singko that he is willing to forgive Carbuenas.

"Ito po masasabi ko sa kanya, Mr. Robert Carabuena, yung ginawa niyo po sa akin, kung kayo po ay humihingi po ng tawad sa akin, okay lang po, kaya lang po yung ginawa niyo po sa akin sir, napahiya na po ako sa publiko, napahiya po talaga ako lalong lalo na po sa mga anak ko na sinabi nila nakita daw po nila sa TV," he said.

[This is what I will say to Mr. Robert Carabuena, if you will ask for forgiveness, it is okay. However, I was publicly humiliated especially after my children told me they saw everything on TV.]

According to Tolentino, cases of assaulted and mauled traffic officers was not new. Just last month, a traffic enforcer was also assaulted in front of a mall, says Tolentino.

The chairman further added that a case of an officer who was shot dead by an affluent driver is still pending at the court.

"Marami na po ito. Nakakalungkot nga na may mga driver tayo na mayayaman na nananakit at talagang abusado. So (kung) mayroon tayong mga abusadong bus driver, eh mayroon din tayong abusadong driver ng pribadong sasakyan," he said.

[We have numerous cases like this. Sadly, we have affluent drivers who are abusive. If we have abusive bus drivers, we also have abusive private car drivers.]

MMDA sues Carabuena for assaulting traffic enforcer

MANILA, Philippines - The Metropolitan Manila Development Authority (MMDA) on Wednesday filed a criminal complaint against a Philip Morris executive who beat up a traffic enforcer in Quezon City last Saturday.

MMDA Chairman Francis Tolentino said he has directed the agency’s Legal Service to file direct assault charges against Robert Blair Carabuena, Philip Morris recruitment officer, on behalf of Traffic Constable Saturnino Fabros.

The criminal complaint was filed before the Office of the City Prosecutor in Quezon City, Tolentino said.

“We cannot allow this aggression and shameless attack against our men who are only doing their job as best as they can, regardless of the risks they face in the streets every day,” Tolentino said.

Tolentino added that as the assault on Fabros is also an attack against the MMDA, he demanded that Carabuena issue a public apology.

“We at the MMDA condemn to the highest degree the physical assault perpetrated by an abusive and violent motorist on our hapless traffic enforcer who was just enforcing traffic laws,” he said.

“This, I believe, is the last thing the MMDA can afford. It defames the person of Mr. Saturnino Fabros, the undersigned as chief executive of the office, as well as the MMDA’s,” Tolentino added.

According to Tolentino, Fabros was just doing his job dutifully as a traffic enforcer.

“The actions of Mr. Robert Blair Carabuena showed total disregard for a person of authority and a blatant disrespect for the law,” Tolentino said.

“A public apology is demanded from Mr. Carabuena, not only for Mr. Fabros, but for the entire Authority, which he unjustly and intentionally offended,” Tolentino said.

Tolentino said all support will be given by the agency to Fabros “in his search for justice in the proper court.”

“I urge the MMDA community to continue the good work that we have shown for the past years, and because of your support and cooperation, we have served the public and achieved our mission with sincerity, and integrity. Keep in mind that this incident should not have happened in the first place. Nonetheless, I trust that this unfortunate spectacle shall become an example for all motorists on how to behave and conduct themselves,” Tolentino said in a statement.

Carabuena was caught on video slapping Fabros several times over a traffic violation. Fabros said he had tried to apprehend Carabuena after he ignored the stop signal at the corner of Capitol Drive and Tandang Sora Avenue in Quezon City.

Meanwhile, Tolentino said he will also ask the Land Transportation Office (LTO) to cancel Carabuena’s driver’s license as “abusive and arrogant motorists like him, who obviously do not have serious regard to the rule of law, have no right to be in the road in the first place.”

Under the Revised Penal Code, direct assault is charged to any person who shall attack, employ force, or seriously intimidate or resist any person in authority or any of his agents, while engaged in the performance of official duties. Direct assault is punishable by a prison term of six months to six years.

The Smashing Pumpkins concert originally slated for Tuesday evening at the Smart Araneta Coliseum has been postponed by a day, moved in consideration of rains and floods affecting Metro Manila.

Billy Corgan, lead singer of the band tweeted the announcement on Tuesday afternoon, as Metro Manila continued to contend with unceasing rains that have flooded more than half of the capital's streets.

"I'm happy to report thanks to our great crew and with the helpful assistance of Manila promoter we have rescheduled our show for tomorrow," Corgan said on Twitter.

He added: "The safety of our fans is ALWAYS a huge priority. With 24 long hours delay our 1st Manila show will be at same arena, same time tomorrow!!"

Known for their trippy and progressive brand of alternative rock, the Pumpkins’ new release is actually part of “Teargarden By Kaleidyscope,” the ambitious 44-song project that was intended to capture the band’s psychedelic roots and initially released as free mp3 downloads.

“Oceania” was created by the band as a true album experience for listeners to fully immerse themselves in the songs and musical performances. Which is why Corgan wants fans to enjoy it as a whole, not in parts.

“From a production standpoint I was dead set on making an album where every song was just as valuable as any other, ignoring the typical claptrap you hear about needing a single,” he pointed out.

“The only way to make the case that every song on ‘Oceania’ is worth hearing is to put your heart into the sequence as a cohesive whole. Once we felt we’d achieved that balance, only then did we let anyone outside our world hear the record we’d made.”

In addition to the music, the Pumpkins have always been hailed for what allmusic.com describes as “some of the ’90s’ most striking and memorable video clips.” The band’s unique audio-visual experience extends to its live performances as well.

So despite the lack of familiarity on the songs of “Oceania,” what should make its live interpretation unforgettable are the visuals prepared by Sean Evans, whose most recent work was assisting Roger Waters on the newest staging of “The Wall.”

For the “Oceania” tour, the band will be using new technology in video mapping to create something new and previously unseen.

But even with all that eye candy, fans who long for the band’s classic hits like “Today,” “Drown,” “1979,” “Tonight, Tonight,” “Bullet With Butterfly Wings,” “Perfect” and more need not fret as the second half of their show will be devoted to performing these favorites.

And as the band is also known for their covers of classic rock hits that have been also compiled in several bootleg releases, expect the Pumpkins to close their show with one of these readings for their encore.

In the past, they’ve covered such classics as The Steve Miller Band’s “The Joker,” U2’s “Stay (Faraway So Close)” and The Cars’ “You’re All I’ve Got Tonight.” Corgan’s thoughtful interpretation of Fleetwood Mac’s “Landslide” is already included in their greatest hits compilations.

And in a recent show in Melbourne, the band performed its own version of David Bowie’s “Space Oddity,” a tune that actually fits the atmospheric tone of “Oceania.”

But while the group’s many hits defined the alternative music era and influence a whole new generation as they continue to resonate on modern rock radio, Corgan insists that the band in its current incarnation — with guitarist Jeff Schroeder, bass player Nicole Fiorentino and drummer Mike Byrne — is more than just an “alluring, virtual jukebox.”

“If we’ve learned anything from playing as an intact unit now for over two years, it’s that unless we create our own sound and our own legacy, it’s a given that people will default to what they know; whether it’s my past or someone else’s,” Corgan stressed.

“The Smashing Pumpkins will always be defined by what we can create from our hands and hearts right now, and I wouldn’t have it any other way.”

The Smashing Pumpkins will be “live tweeting” their August 7 Manila show at the Smart Araneta coliseum. For two hours before the show each band member will be tweeting with their photos and experiences from the local area and show and will be retweeted by @smashingpumpkin and supported by @twittermusic.
